Multimedia/Work PC within 70K budget

Need a PC for my remote friend living in Pakistan. He can buy parts locally or online in Pak. Please suggest accordingly.

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: VMs should run fine, all movies and multimedia apps should work smoothly. Games are not that important, but casual gaming can be done sometimes.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 65K. Can be extended to 70K at max if really adds value.

3. Planning to overclock?
Ans: Nope, unless it's needed.

4. Which Operating System are you planning to use?
Ans: Windows 10 or Windows 8.1, though licensed version not required.

5. How much hard drive space is needed?
Ans: HDD not needed, please suggest good SSD @ 256 gb capacity for OS/apps. Already have ample HDDs.

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Need a good 24"/27" or above 1080p monitor with good multimedia capabilities, again would prefer work/multimedia over gaming with this.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: HDDs. SSD needed though.

8. When are you planning to buy the system?
Ans: ASAP

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: No brainer, can get it assembled with the help of friend.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: I live in India, but my friend for whom this PC is in Pakistan. He can arrange components there so no issue.

11. Anything else which you would like to say?
Ans: Would prefer Intel rig over AMD as per my friend's request. i7 if possible would be preferred. Can skip on decent graphics card as not needed for except casual gaming. PC is mainly geared for multimedia/work related apps only.

I bought Xeon E3-1231 v3 in Jan d got it for 15.6k locally. If it has ballooned up this much why not i7 4790k its 22.5k(checked locally).
Also adding in more ram will help.

You can get same processing power of i7 in a Xeon at lower price. So Xeons make more sense. You may say thay Xeon + dGPU costs same or more than i7, but the dGPU offloads annmuch tasks of CPU and makes CPU intensive tasks smoother.
