If you are a student from the IIT's then you don't need to write gate essentially, it's possible to get your B-Tech converted to M-Tech (I know this about IIT-K for sure). For other IIT's or IISC's you might need to write GATE.
Procedure: GATE percentile determines the calls you get for interview. Interview stage is a comprehensive test of everything you learnt in your respective deptt. in B-tech.
Classes start in August and first 2 semesters normally involve coursework with stress on thesis from thereon.
Fees: In IIT's for B-tech's - 24K, M-tech's - 7 K.
You get assistantship of 5K.
Above data was true 2 years back, current students may update you on any changes. I know that assistantship has increased to 8K and you can even earn more if you prof gets you some good projects.
Suggestion: Don't do M-tech from India, Try Top 30 Univ's in your field in US. Trust me.... experience talking.
