Monitor problem..

Hey guys need help. Monitor's acting real weird. When i turn the power on , the small led at the corner(which shows the power status) keeps blinking but the screen remains black. It goes on for about 20 mins and then the monitor starts working normally.
My monitor model is HP L1706

Check the VGA cable and also test another monitor in the same PC and this monitor in another PC to see if they work.

I removed the vga cable and just attached the power cable the same problem repeated. Earlier when no signal was reaching from cpu to monitor it usually showed a no signal screen. So does that mean something is wrong with the power cable?

Do you gave any card (lan, graphic, etc) installed in any slot?

Nope its a system stationed at home...verrrrrrrry old one so no graphics..or lan card
