Monitor Blinking Problem? Help Plz

My 17" CRT Monitor (HCL) blinks when i open or minimize any program or run Media Player. It fluctuate more when i use internet in any browser. Where is the problem. is it in monitor or in OS (Windows XP) or any other hardware. Plz suggest a solution.

how old is ur monitor?
This might be a issue with high voltage circuit inside, causing momentory power loss to the CRT

i also faced the same problem before with my HCL crt monitor n last weak only i bought a new samsung monitor.....
