Performance and Speed wise...which one is better ???

Is this data card provides sufficient speed for webcam chat and surfing ??

In simple words, EDGE doesn't provide you sufficient speed for webcam chat and surfing.

Better go for EVDO --> Reliance Netconnect or Tata Photon+.

Perhaps, it's the best.

It has a genuine "Unlimited" plan for under Rs.500 iirc. More than 2mbps speed. ;)
