mafia cheats not working

I've read online that to enable cheats, the SHIFT key and the tilde key has to be pressed. did it. didnt work. i thought i was supposed to get a console, but didnt. i entered anyway...but still didnt work. i also tried pressing those two keys simultaneously but that didnt work too. what to do?

Even I tried cheats in Mafia but they didn't work so I used trainer.You can also use trainer.
