Looking for a gaming rig

One of my friend is looking for a medium end gaming rig for upto 70K. His requirement is strict.

"Overcloking to accomplish good gaming experience @ 1080P". So what is your oprnion on the below mentioned config?

GPU - GTX 760
cpu - i5 4670k ($200+)
mobo - Any ASUS Z87
ram - 4x4GB or 2x8GB since Home is limited to 16GB, whatever is cheapest, 1600MHz CL8 or CL9 1.5V or less
ssd - 256gb samsung 840 evo or crucial m550
psu - Any Corsair or Seasonic 650W PSU that can provide enough juice to the GPU
hsf - Cooler master hyper 212 evo to start with and within 3-4 months replace it with Corsair Hydro Series
case - Any Corsair Carbid series, that should provide enough airflow
Display - Dell 23 inch 1080P display

How much will this overall configuration come out to be?

If he want better game experience then a better GPU will help more than overclocking. Atleast aim for AMD R9 280X based graphic card.

>Do you think you really need 256GB ssd?
>Do you need 16GB ram??? At max you need 8GB of ram to play all latest games.

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Primiraly gaming, some times video editing and development. The games that he will usually play are Crysis series, BF, Skyrim, GTA etc

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 70K and at worst case scenerio can extend it to 75K

3. Planning to overclock?
Ans: Yes, overclocking that should affect gaming.

4. Which Operating System are you planning to use?
Ans:Windows 7 64-bit Ultimate. He already has the license

5. How much hard drive space is needed?
Ans: Initially 256GB SSD should be fine, but later on he will buy 2TB HDD for storage

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Want to buy a 22-23 inch monitor with 1080P resolution

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: For now he will not buy speakers, and will work with headphones, but within 6 months, he will purchase Corsair SP2500 speakers

8. When are you planning to buy the system?
Ans: Primiraly gaming, but will use it for video editing, movies and development

9. Have you ever built a desktop before or will this be done by an assembler?

4430 is a dual core processor, in CPU, he doesn't want to go for anything less than a quad core. Even in gaming, a quad core is a need

Overclocking won't do much for gaming. I'll suggest to get better products and not aim for an overclockable rig. A 256GB SSD is unnecessary IMO. Get a 64GB or 128GB and use the saved up money on something else like CPU or GPU.

Just one last question. I thought that AMD 290 series is designed for 1440P or 1600P resolution. Isn't it an overkill for mere 1080P resolution?
 
It may be now but not in future. Also, 280x would be too slow, gtx770 is the next step but 290 is available at the same price and totally beats the crap out of it.
