i have one old PC. was lying just like that. Thought of using it as music player.

specs are -
Pentium 3 1GHZ
Mercury 815fsx MB
384 MB Ram
40GB PATA HDD
Sony CD Writer
Mercury Cabinet with 250W PSU

When i tried to start, i heard a small burst sound and then it started beeping with no display.

i removed RAM and all connectors except keyboard, mouse and cpu. tried but it is beeping continuously with no display.

CPU Fan is running.

Red LED Light on motherboard is glowing.

what is it?

What bios does your motherboard use? Award or AMI?

Usually long beeps could mean video card/adapter failure. It varies bios to bios, therefore I am not completely sure.

How many times does it beep?

I read the manual of your motherboard

It says that the LED means your system is powered.

If your mobo has dual slots for RAM, try using the RAM in other.
Also check for the PSU.

once its bios chip went kaput so vendor put phoenix bios chip in it. after that it worked fine.

now it is a long continuous beep without stopping. and this continues even when only cpu, keyboard, mouse (both of my current system) and monitor cable (to the integrated graphics port) are connected

According to this : PhoenixBIOS Beep Codes

It says that you might need to re-seat the CPU. Try that and see if it gets resolved.

Check the HDD too, one of my relatives had almost same problem, later we found the HDD was creating the problem.

I'm suspecting the PSU.

If the PSU already has not damaged any of the components like mobo / cpu or worse it could be even a display adapter / chipset fault.
