Laptop upto 30k for normal usage

My friend wants to buy a laptop for max 30k.
Requirements:
net surfing,watching HD movies, no 3D gaming,email, basic office apps

Brands:
More inclined towards dell, but any other lappy from other brand with exceptional value is ok
