You can check Acer Aspire E15 (E5-576).
Specs include:
i5 8th Gen
4GB DDR3L RAM (will be sufficient for your needs. You can always upgrade your RAM later.)
1TB HDD
FHD Display

Add Acer's (2 Year) warranty extension pack for Rs.500.

I had purchased his for 32k around 2 months back from flipkart.

Get this, processor matches 8th gen i5 8250u,graphics matches an old GT940M & is ~70% faster than integrated graphics on 8250u.You should easily get it within 35k at festival time(online or offline) plus asus usually have extra warranty extension offers for as low as Rs.99 for 1 year to 1999 for extra 2 years(over & above the standard 1 year warranty).Btw the keyboard is backlit, only con I think is no lan port but does come with AC wifi.

That is why I suggested that laptop, for the first time in many years amd processors are now better than Intel.Ryzen 3500u almost matches i5 8250u while being based on latest tech(12nm vs 14nm for intel) while its integrated graphics ryzen vega 8 is much better than intel UHD 620. You also don't want to run latest win 10 on hdd unless you want to have the feeling that somehow your latest laptop with 8th gen intel/ryzen 3500u runs slower than your old xp/win 7/8.1 laptop/pc so ssd is a must nowadays. DVD drive is obsolete nowadays & lan port is also not that essential, you can always get a 1tb portable external hdd for ~3-3.2k during sale.

I personally rate dell build quality/after sales support as best for laptops. As for lenovo I think it is just about avg & based on my experience with asus laptops I rate overall build quality of asus higher than lenovo. Of course if you want lenovo then here are some similar options:
Lenovo IdeaPad S145 | 15.6" AMD-powered Everyday Laptop | Lenovo India
38990 for ryzen 3500u+8gb ram+512gb NVMe ssd(it is faster than sata ssd)
29990 for ryzen 3200u(faster than i3 7100 but ~15% slower than 8th gen i3 8130u,integrated graphics also weaker than intel)+4gb ram+512gb NVMe ssd

Intel option from lenovo with ssd & Ideapad series costs almost same as asus model suggested earlier so not mentioning them because at that price(~35k) Asus ryzen 3500u is a better option with warranty extension pack.

I also found out that @30k budget I will not get any gpu, only integrated graphics.
So will look into more AMD models only.
windows 10 runs slower on HDD compared to other OS?
but laptop will be used by relative, so there will be no upgrade or adding HDD in future.
512 GB SSD will be good if possible.

Dell, Asus, HP, Acer, Lenovo, MSI, Razer etc etc please suggests more laptops with AMD Ryzen

Win 10 various services use much more disk than win xp/7/8.1 so getting a ssd is recommended. In any case win 7 support is going to end on 14th Jan 2020 & there isn't much difference between win 8.1 & 10 on surface so only option for OS that gets regular latest security updates is win 10 only.If you want a buy & forget model(aka no upgrades at the time of buying or later in future) then buy one of the two lenovo models suggested above. Remember only ryzen 5 integrated graphics is better than intel & currently no brand offers ryzen 5 3500u+256gb ssd at ~35-36k other than asus & lenovo at 39k with 8gb ram+512gb ssd. Even ryzen 3 3200u+4gb ram is more than enough for typical family usage so that 29990 lenovo model with 512gb NVMe ssd is also good but you will get 1 year warranty while in asus you will get 256gb ssd but slim/lighter design with backlit keyboard & option to buy extra 1 year warranty for just Rs.99 & extra 2 years warranty for Rs.999.

There aren't any 9th ULV CPUs & 10th gen will be pretty expensive initially, so don't expect them anywhere near your budget, even if buying from US. Any i5 82xxU is fine, even i7 85xxU is barely 10% better. Laptops with better cooling but equipped with i5 can outperform i7 ones, just saying. I don't think i5 is actually available near 30k though.

Seriously, upgrading RAM on your own is easy & companies mark up price by a lot if they have 8GB pre-installed. Again for your budget, 4GB is the standard & Win10 works just fine on it, 8GB is better to have for sure.

My recommendation is that Lenovo S145 for 30k with 3200U. If you can spend more for the Vivobook with R5 3500U, better but small SSD relatively.

Other than Lenovo, only asus offering ryzen+ssd in 30-40k budget, all other brands you will need to get the upgrade done at their authorized service centre after buying a ssd & paying installation fee.

All ASUS VivoBook 15 X512DA-EJ models are ryzen with colour difference & some config difference(e.g.ram,ssd,hdd).

By screenpad they mean this Asus goes all in on touchscreen trackpads with new ZenBooks and VivoBooks

For ~39k you are getting ryzen 3500u+8gb ram+512gb pcie/NVMe ssd from both lenovo & asus but asus is also offering 1 year extra warranty for just Rs.99 & 2 years extra warranty for just Rs.999 which makes it a better option than lenovo in my opinion if budget is ~35-36k because during sales in Oct(online/offline) you should get them at this price.

If money is the priority & budget is limited to strictly 30k then lenovo ryzen 3200u option can be considered.

okay. i thought laptops were upgraded on their shop and then gave it to you.

Sorry, but I can't find any lenovo model number with that exact specification (ryzen 3500u+8gb ram+512gb pcie/NVMe), (for this specs I don't need any upgrade :D )

lets see when festive season start and how everything goes.
If something new comes up please keep me updated.

Some authorized showroom may agree to do the upgrade provided service centre is nearby(say walking distance of 10-15 min).

Did you even scroll down to see the description of the model they are selling for 30k? It clearly states R3 3200U.
Lenovo IdeaPad S145 | 15.6" AMD-powered Everyday Laptop | Lenovo India

Also, up to R7 3700U includes R5 3500U & R3 3200U. The Lenovo model has a free RAM slot & a 4GB soldered RAM. It has a free 2.5" drive bay as well, not sure it the bay includes cable & mounting for installing a 2.5" drive. Some manufacturers avoid it, I know some HP models & Alienware models do it. But most others have it. If you feel uncomfortable doing it on your own, buy 4/8GB 2400MHz DDR4 RAM stick & a 1TB HDD & visit Lenovo's service center, they might install it for a service amount, 300-500. Or ask a laptop/computer repair shop guy to do it. This is not an ultrabook, so its relatively easy to open up.

The problem is if it results in some "visible sign" of opening(e.g.acer put a lot of stickers even inside the laptop so opening it without tearing one of those stickers is basically impossible). Though only acer put stickers everywhere, why take chances at least in warranty period.

MSI also does tanturms, never heard of such stuffs from Lenovo & Dell, used them personally, even HP doesn't do that, other than for some laptops with screws under the rubber feet.
