i5 8250u is around 10% faster than i5 4570 so I am not sure you can consider a upgrade to i5 8250u on a safer side.

I am sorry, this is where my noobness comes into play. I was not aware of this. I am probably gonna increase my budget and go with the goku recommendations. Thank you all for all the help
