Increase budget to buy a laptop with 840M else get a desktop assembled. Else there are no laptops in your budget for gaming on medium settings at >30 fps.

this laptop sucks at 35k. Although I would have to agree that you must get at least geforce 840M or higher, the best you can get in your budget is an 820M with an i3. Extend the budget by 2k to get an i5 with NVIDIA 820M

Touch screen isn't worth paying extra money but the Dell one seems to give it as a complementary add on. For its price & considering its Dell, that laptop has good specs
