Is my UPS faulty?

I bought a new UPS[ APC 600 VA,360 W] 5 days ago.In the starting days,CPU & Monitor would power up simultaneously.Occasionally ,when monitor is turned ON ,UPS can't handle it & goes to Overload state. Now it became regular & so I have to remove Monitor from UPS now & now PC would power up.

1. Is this fault of UPS or my PC components?

Configuration - AMD Sempron 2400+ [1.67 Ghz],ASUS A7v400-MX,17 inch LG CRT monitor,BSNL WI-FI modem

Service Engineer of APC says it may be the problem of SMPS [UMAX 450W-1.5 years] or the monitor taking too much power [a short circuit problem].I have done dryout [fix soldering] the monitor abt 4 months ago.My PC is 6 years Old .Before the new UPS,I had a APC 550 VA,300W.

Can You Guide me to make sure that UPS is no faulty?

i hope you already know that CRT monitors/TVs when turned on from a completely off state(where you turn off by pressing power switch on monitor/tv) drains a much larger amount of current.when running CRT monitor it is recommended never to turn them off using power switch but leave in standby mode(~5W consumption).

Yes..I know...When PC is shut down ,will the monitor goes to standby or OFF state...I never manually switch OFF the monitor...

Also what abt the CRT issue said by service engineer? Is it true?

Also My PC resets to default Bios when my PC is powered ON..What causes this?Dead CMOS battery? or something else?

there should be a power led on monitor continuously blinking in standby mode & yes pc shutdown puts monitor in standby mode.maybe due to some monitor problem it is turning off so check it.as for bios reset dead cmos battery is the most likely cause.
