1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: 3D modeling and Rendering , Game designing .. Softwares are 3D max , maya , photoshop and Unreal Engine

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 45,000 (GTX 1070 from U.S hopefully for around $330)

Ans: never

4. Which Operating System are you planning to use?
Ans: Windows 10

5. How much hard drive space is needed?
Ans:1 TB

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: 27" 1440P already have

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Monitor, Keyborad mouse

8. When are you planning to buy the system?
Ans: Sept or whenever this mining and GST craze ends

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Will build

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Can also buy components from U.S and bring back on flight. Or Lamington Road whatever's cheaper

11. Anything else which you would like to say?
Ans: Will be buying few or most components from U.S. Just need to make sure the components have International warranty. Also the processor can be a G4560 for now, will upgrade later down the road in a few months. The Build needs to be Mini ITX or the Micro-ATX case needs to be really small.

No component gets international warranty except for EVGA GPUs maybe. Also, a GTX 1070 would cost >30k. How are you planning to accommodate that in 45k budget?

As i mentioned in the post I will be buying the GTX 1070 from U.S for $330 which is about Rs. 22000/-

Okay, so you want to buy a 1440p monitor or do you already have it? CPU + Mobo which won't botttleneck a 1070 would cost more than 20k and you have about 3k of the budget left for rest of the build.

Go with this Config by getting it from US: System Build - Ryzen 5 1400 3.2GHz Quad-Core, GeForce GTX 1060 6GB 6GB... - PCPartPicker
Open all the sealed packages to avoid customs charges.
You cannot accommodate a GTX1070 but only GTX1060 in this budget even if you get it from the US.

Even then a CPU+MoBo+RAM+PSU combo to do justice to a 1070 will cost around 30k (might be even more). @bssunilreddy , @SaiyanGoku - will a G4560 bottleneck the 1070?
Yes. A G4560 can handle upto a GTX 1060/ RX 580 and above that, you'll get almost the same frame rates.
If OP wants to save on money and not care about warranty, then buying all parts from USA makes sense. A 40-50$ PSU there costs more than 5.5k here.
