Icons And Desktop Background Are Blurred

Hi Guyz
Didnt know where else to post this noobish (yes it is) query
My desktop background is blurred (any image used as a background is blurred)
Also my icons are not merging with the background
I did not fiddle much with the display settings
and i was using as HD wallpaper last time
NE Idea?

I Have an LCD Moniter and i can view every other window very clearly

Come on people, my desktop is looking cumpletely out of place
