If u want a normal bar phone....check out Samsung Primo for approx 5.5k or may be less in the local market

Nokia X2-00 would be your best bet if it's only camera you want.It has 5MP camera with LED flash.Otherwise increase your budget or hunt for second hand phones.Best of luck !
