Here goes my suggestion:-
AMD Athlon II x4 635 @ 4.5k
MSI 880GMA-E45 @ 5.5k
G.Skill 2X2 GB DDR3 1333MHz @ 3k
MSI HD5750 @ 6.9k
Seagate 500GB 7200.12 X 2@ 3.4k
LG 22X SATA DVD @ 0.9k
FSP saga II 500W @ 2.1k
CM Elite 310 @ 1.5k
Logitech 3 Button Scroll @ 0.3k
Logitech KB-200 @ 0.4k
APC 650VA @ 2.6k
Creative Inspire 5.1 M5300 VS2621 @ 3.2k

Total 34.3K + Vat. You did not mention the resolution you are going to use. So if you want a good experience then you can add Sapphire HD 6850 @ 11.4K instead of HD 5750. The motherboard is having USB3 and SATA3 and good for casual use and gaming.

but cilus he hasn't mentioned gaming anywhere in his needs. so a Zotac 9600GT ECO @ 3.5k should easily suffice for HD movie playback.

Actually everything was coming within his budget so mentioned a good but not so expensive HD 5750 so in future if he wants gaming, he does not need to buy anything agin
