How to use laptop as a hotspot

how can i use my laptop (windows vista home basic 32-bit) as a hotspot. i want to share my wired internet connection to my mobile/tablet. i know how to create an ad-hoc computer to computer network but only laptops detect it and not mobiles/tablets.

can't get around the settings in vista so I'm using it now on Ubuntu 12.04 and my tablet/mobile (both android) are connected easily
