How to use College-Wide-Networking for File Sharing

My college-wide-networking is now complete but still it's not worth for me.
I mean I am unable to share files that can be accessed from anywhere in my College.

I am staying at hostel and say that my IP address is

10.137.11.5
The network here is through Wi-Fi but still I can share my data with all computers having IP addresses in range 10.137.11.0 to 10.137.11.255

But, the problem is how can I share my data with ppl having IP address 10.140.11.52

All are connected to the same LAN.
We connect to internet through a proxy server that requires authentication.
Our activity is monitored by Websense.

Can anyone please help me to share files over the network without requiring internet connection (since we have college-wide-networking)

Plus, is there a software to visualize who all are connected in your College-Wide-Network.
I mean viewing all systems in LAN whether 10.137.x.x or 10.1.x.x

Please help me.

Right off the assembly line

Use Look At LAN....

and btw... u should be able to see all machine in 10.xx.xx.xx range...
