No offense but your wording in 1st post was not clear enough.
Many times I need to watch post or write but don't want to load video due to very limited bandwidth.
So you meant to say that you want to view & post comments on youtube videos without loading of the youtube videos on youtube site.I understood it as you wanting to write or view comments on sites/forum that have embedded youtube videos.After all youtube videos are not just on youtube site but also embedded in lots of other sites/forums.
