how to open ports to play multiplayer games?

You need to open ports in your router. Search google for exact instructions for your model. Generally, you need to go to 192.168.1.1, enter password(admin by default on MTNL), go to Advance Setup, then NAT>Virtual Server and fill in the ports you want to enable.

i opened the ports from help from this link

but still i cannot connect to MP, i always get instant "mass effect 3 server is unavialable at this time,please try again later"
message as if theres no internet connection

Maybe firewall is the problem?

You only need to open the ports if you are hosting a server.

Yea, you only need to port forward your router if you ate hosting a server. Just check with the firewall. That should probably be the problem

it not a problem with the firewall me3 and origin are defined as trusted apps
earlier me3 mp used to work ok on my 20kbps mobile internet(edge) only with laggy gameplay

Hmmm......try re-installing the game maybe some settings have been changed unknowingly.

tried re-installing me3,re-installing me3 and origin and DL'ing all the MP DLC's AGAIN.still no avail
