But is it possible without any third party utility?
Most Wanted You have forget about one windows nifty utility Which is Called "Paint".
You can use it to make your own personalized icons.
It is very simple than all the third party utilities. Lets How to do it:
1. Open Paint from accessories.
2. Open any image you want to make icon.
3. goto>image menu> click attributes.
4. Type 32 for both the width and height and make sure pixels is selected under Units. Click ok.
5. Now you can also do more with your icon such as add type, color, or what you want to like.
6. After finishing open file menu and save it by choosing save as.
7. it the file type before saving use .ico extension. eg. "xyz.ico".
8. Now you have finished and you can use your recently created icon as same like other preavailable icons in windows.
