How to access toshiba recovery partion

I have toshiba satelite laptop which was working with window vista .
Now it is not booting in windows i tried to repair with given options like hitting f7 given now i have backup all files by connecting hard drive to another computer & formated c: how to access recovery partion in laptop
can any one help

why the laptop is not booting? which error is coming?

Refer to the laptops user manual. This is what I found for my L650 to start recovery:

1.Turn off computer
2. Hold down 0 (zero) key and turn on the computer
3. Follow the on-screen menu instructions.
