That is kbps not KBps. 1B(Byte)=8b(bits).
So the max average speed possible on a 256 kbps (BSNL) connection is 32 KBps not 256 KBps
So redoing your calculations:
32 KB * 60 * 60 * 24 = 2764800 KB = 2700 MB ~ 2.63 GB

download (average) - 3.2 GB
upload (average) - 1.5 GB
