what u meant.. mr... is it makin cartoony pics.. or having color & black&white in same pic.. or....spicin up pics.... be specific please...

The pics here are done by clever manipulation of layering techniques with different blending options.
Lots of tutorialz here itself. The best way to learn doin it.. do it urself. Some tips here too...

he is not asking how to rub or change the face, its a cup of tea to rub or change face in photoshop....he colored faces and number plate to hide the identity.....
he wanna know how can he change some stuffs colorfull and rest B/W...
and in another he is asking abt how to merge some pics

Simple
use the brush tool to paint in that area.
pressing B on keyboard will give u that tool then u can paint with it.
