Any brand is ok.but should be reliable.

I think you can only manage to find a 2nd hand net book for under 10k. New netbooks from Samsung, Dell, HP, etc range starts from 14.5k.
But it will be wiser if you could wait for new AMD based netbooks which will be more powerful than intel+ion. They will be out within a month.
