Processor: Ryzen 5 3600
RAM: Corsair 16 GB (16*1) Vengeance DDR4 3000MHz
Motherboard: ASRock B450 Pro
PSU: Corsair CX 430

Requirements:
Casual Gaming for playing titles like GTA V, RDR2, Upcoming GTA VI

Budget: 20k

Shortlisted:
Sapphire Pulse Radeon RX6600
nVidia GeForce 1660 Super

Suggestions required in view of ongoing Republic Day Sale.

Buy a used RX 6600 for 11-13k with 1 year warranty remaining. Add a 2nd RAM stick as well, like 3k for 16GB DDR4 3200MHz CL16 stick, will underperform to match your current stick. Get PSU upgraded to Deepcool PM650D for 5k.

Will be a decent upgrade for 20k.

Good deal in 2019 maybe. RX6600 is much better, just check benchmarks. 3050 performs almost the same as 1660 Super for reference, so even that is a poor choice at 19k.

For new GPUs, RX 6600 at 20k, then 3060 at 25k, then 6750XT at 35k are my choices, can ignore others.

Also your rig has other major issues for which I had recommendations in my previous post. Single channel RAM will be the performance bottleneck & 430W is below recommended PSU.
