^^ what mobo + cpu + how much GBs of ram do your friend have ??

even a 6-8k gpu is enough for gaming at 1378x786 but as friend have a good budget he can look for HD6870 @ ~11.11.5k and Seasonic S12II 520 @ ~3.5k ;-)

^^ most modern ~10k gpus will be bottlenecked by using a dual core based config and there are many dual coree cpus from Intel and AMD which don't perform same - so it;s important to know which mobo and cpu ( extact model no. ) your friend have.

IF you are unsure about this just tell your friend to use a app called cpu-z and post the cpu-z cpu tab and motherboard tab screen shot here ;-)

^^ the mobo your friend have has only AGP slot and all 10k or higher priced modern gpus comes with pci-e x16 interface - so your friend can't use a pci-e x16 gfx card on the rig he have and the cpu is not also powerful enough to handle a ~10k gpu - tell your friend to get new cpu+mobo+ram first and if he has IDE hdd he will need to buy sata HDD as well ;-)
