If video editing is a priority, then a gpu like 1660ti or 1050ti is not required, you can make do with an entry level card like gt 1030.

Wait for others to comment.

I am not sure if you already have the whole system (in your opening post) or you're yet to buy one.

If you haven't bought it already, give priority to CPU over GPU. Get the most powerful one your budget allows. Give least priority to GPU when it comes to video editing unless the work/tools you do actually uses GPU acceleration a lot.

CPU
Memory
Board/CPU cooler
SSD
Cabinet/case fan
Then you can decide about GPU.

850W is extreme overkill
If you're gonna get dGPU, why buy G processor?

There are GPU requirements at times, but I'm not sure how much dependent it is. I know that video editing is more CPU heavy & games are more GPU heavy.

GTX 1660S is the best GPU for 20k.

If you haven't bought rest of your system yet, do mention it.

buy a standard 550W psu and use the saved money to get a better cpu like a Ryzen 2700.Video editing will benefit more from having a faster cpu with more cores/threads rather than a high end gpu.
