GPRS problem plss help

i have airtel gprs and nokia 6021 ,
few days ago i have taken sify 256 kbps cable connection, still i have gprs connection and using that as back up connection when there is problem in cable connection.
everything was ok up to 15 days , i have used dial up gprs when cable was not available but now i am unable to use gprs on pc at time of dialing connection i am getting this error STARTING RAS FAILED,,,,,
but i can use net on cell still ,
then why not able to connect pc
expecting suggestion guys

thanks to all viewers i think they didnt got solution but finially i got answer ,after playing lot of with services.msc,,,,,,,,,,

some one was played with my pc and disabled REMOTE ACESS CONNECTION MANAGER,,,,,,,,,,,so i enabled that and that solved my problem
