My friend is getting a new computer and I'm helping him build. But the budget is strictly 40k.

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Only for Gaming. He is a hardcore gamer.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: Not a penny above 40k.

3. Planning to overclock?
Ans: Never.

4. Which Operating System are you planning to use?
Ans: Windows 8 or 7.

5. How much hard drive space is needed?
Ans: 500-1TB.

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: No need of a monitor.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Monitor, Speakers.

8. When are you planning to buy the system?
Ans: Next month, 2nd week.

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: I'll build for my friend.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: All options open.

11. Anything else which you would like to say?
Ans: He is an Intel fan, I'd stick to Intel. So no AMD. Don't want to go against his wishes.

if your friend want more performance per rupee, stick to amd at this budget. if your friend can be satisfied by the brand name intel with less performance(at this budget), he can opt for intel config with i3. if he can increase the budget to get i5, then go ahead with it.

as rijinpk said, get an AMD config in this budget, it would be more powerful, fanboyism will only lead to your loss. And try to go for a R9 270x.
