I'm one of the very few people who liked MGSV over Witcher 3. And they probably put Witcher 3 on top of 100 games due to public pressure.

This is a weak year for PC games, unlike that last year.
Witcher 3 just blows everything out of the water.

This year the most high quality release was Overwatch, but no strong campaign kind of takes away points for game of the year.

I don't really have any problem with them giving GOTY to MGS or ping pong. But atleast stick to it till the end.
