Yes,APU is processor with integrated graphics.
For Intel,all processors have integrated graphics except models ending with 'F'. e.g. i3 9100 has integrated graphics but i3 9100F does not have integrated graphics.
For AMD,no processor comes with integrated graphics except those models ending with 'G'. e.g. Ryzen 3500/3600 don't have integrated graphics but ryzen 2200G/3200G/athlon 200GE have integrated graphics.
Ever since intel launched core i 2nd gen(starting from 2011) processors with integrated graphics,intel mobos stopped coming with integrated graphics.AMD followed the trend & by the launch of ryzen processors in 2017 AMD mobos too stopped coming with integrated graphics.
For intel,there is no extra cost because their integrated graphics is relatively weak(only when talking about gaming) but for amd processors the difference is ~1-2k & the limit is 4 cores(no 6 cores integrated graphics processor from amd). For gaming,you need minimum 2200G/3200G with 2*8gb ddr4 3000MHz ram(as amd processor integrated graphics performance depends on ram) & it can play older games & some recent games at 720p with mid to low settings. @SaiyanGoku will be able to better tell this as I am not a gamer.

AMD APU is a no brainer.not intrested in buying GPU, as when the GPU is not working entire system becomes useless untill i arrange another working GPU.
so only want a motherboard, CPU and RAM - with Integrated GPU
i can extend my budget, but the PC should be good powerful to run Chrome, some photoshop, PDF reader, etc at same time. also possible some light RTS gaming on mid or low setting

Depends on what games you want to play. If it is any recent ones which need decent GPU (probably 1650 Super or above), 2200G would be a bottleneck. If you want upgradability, this setup would not be helpful to you. You'd be limited to lower end AM4 CPUs/APUs because of the VRMs and more than 16GB ram here won't make sense.will it work without graphic card or i need to buy one,

For gaming, I'm expecting it to cause a bottleneck for any decent GPU. Used RX570, 1050Ti, RX580 can be found for around 6-7k. Paying more won't give you the expected performance increase. And mobo has a PCIe gen 2 slot.Does it make more sense to keep the FX8320 and Asus M5A97 and just buy a new low cost graphic card.
