What OS version you have? Windows 7 & above by default, the DVD drive is only seen in Windows Explorer when media is detected in it.
Do you see a file named cdrom.sys under c:\windows\system32\drivers folder?
does drive give any indication that it's powered on. Does it eject the tray when you press the eject button?
what happens when you insert a CD/DVD in it? does it endlessly spin with blinking LED indicator?
First recheck all power & sata cables from mobo to the drive. unplug and replug them firmly.
try system restore.

make sure the power power cable of the dvd drive is properly connected.

change sata port and cable as suggested.

Also make sure you are using a good PSU.
