I saw Galaxy Y Duos, but it says "Dual Standby SIM". What does that mean, not both SIMs are usable?

Galaxy Y is the only good android phone available in your budget, and both the sims work at the same time so you don't need to worry

using spice mi350n for 3 months. Good reception (sar value is 0.7 assures less radiation than micromax or other clones) and response.
But I'd recommend you to get spice Mi-425 - complete vfm(ics ready/1ghz/4inch screen) similarly configured htc phone costs around 21k.
But you can get this one for just around 9k.
