.DLL file install problem

I have a software.but in order to use it , it tells me to paste a sim_algorithm_db.DLL file in system32. folder.I did that and but when I typed "regsvr32 sim_algorithm_db.DLL" in cmd error comes saying "sim_algorithm_db.DLL was loaded but entry point dllregisterserver was not found,make sure that sim_algorithm_db.DLL is valid DLL or ocx file and try again"
