Disabling the Printer

Open control panel->printers and faxes
Right click the printer you want to restrict. Select properties and navigate to the security tab. On the top part you will see a list of users and groups. If you want to disable printing for all users, select "everyone". Then in the bottom panel for the first entry named "Print"remove the check mark next to allow. Click apply. Now only administrators would be able to print to the printer. If you want to selectively assign permissions, you can click on the add button on the top pane to add a user and change permissions of that user only. Hope that helps
