according to the video you posted ~29% was the avg cpu usage of the recording process itself.you also seems to be using fancy desktop themes/gadgets which again will eat cpu resources not to mention kaspersky also monitoring such process activities.just try default windows theme with no gadget/sidebar & if still there is high cpu usage during idle time then reply.

process explorer screenshot seems ok with usual cpu usage & processes.

Currently i have only 3 gadgets - System monitor II, Network Meter and Weather.
Changed to Windows classic theme. Now it seems to be within range. but looks like i am using win95.

Everyone wants to make his windows theme a stylish one specially in win7. For that, should cpu usage oscillates wildly.

@OP-I think you should get a new 3G or Broadband.. The 2G life sucks :(.. But I don't think you can post such links here to.. Get th point.. :p

You probably have virus in your computer. I had the same issue before when I was not doing anything at all. Then I used virus scan and computer was full of virus. But my norton was not able to remove it so I reinstall the computer and it is working really well again.

i am using windows 7 aero theme(not basic) with no gadget on an intel atom system with kaspersky 2012 & idle cpu usage is between 1-8%.your screenshot looks like you are using some 3rd party theme kinda like tiles in windows 8.just use aero theme & windows inbuilt/official gadgets(e.g.system monitor is not microsoft's gadget) then see the usage.
