1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Office applications like MS Office and internet browsing. Nothing else

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: Cheapest possible with LCD screen.

3. Planning to overclock?
Ans: No

4. Which Operating System are you planning to use?
Ans: Windows 7

5. How much hard drive space is needed?
Ans: Even 100GB will do.

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Yes, minimum 16inch. Tell me the most value for money model.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Need all. Best Mobile Phone Under 7000

8. When are you planning to buy the system?
Ans: Need to buy 5 computers immediately

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Yes, I will assemble

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Bangalore. Can buy online too, which is cheaper?

Wouldn't recommend local PSU however small is the budget. PSU just can't be compromised.
Also, I can suggest to look for Combo motherboard which includes Mobo and CPU, but only if OP is on a strict budget.

I assembled a PC with Gigabyte E350N Combo Motherboard. Costs less than 5k and is more than enough for MS office and surfing and even for some modern games due to inbuilt Radeon graphics.

for just office and browsing needs, celeron is more than sufficient.

however, i would advice to get 4GB ram, cause open office is kinda un-optimized sofware, eats a lot of ram, and ms office likes go get upgraded with time, becoming even more memory hungry.

when using multiple instances of internet explorer/ google chrome & office docs and excels, system tends to use virtual memory, therefore slowing down the system.

basis : everyday user at office. :-D

I am on a very tight budget, as I need to buy 5 PCs next week. Would love it if I could buy the lowest end computer for 15-16k range. Is it possible?

Can someone tell me more about integrated CPUs? The combo option that Vyom mentioned. How's the performance on Windows 7?

Combo Motherboards are a little cheap overall but performance is also lower. Mainly they are used for HTPC.

For ref. Biostar NM70I-1037U Combo Motherboard - Biostar : Flipkart.com

It has an Intel Celeron 1037U Dual-Core 1.8GHz Processor which I feel will suffice for basic office needs & BIOSTAR is cheapest you will find.

i would say, get one assembled combo motherboard as tech_wiz said, with 4 gb ram, run it with 10x excel 10x docs, some adobe reader docs and some IE windows and see how it feels (it will handle without problem though).

now if u re happy, get the rest, if not, then get the rest as rijinpk1 suggested.

for the combo, just normal frontech / zebronics 400w psu's are sufficient.
