changing an ip address via router?

I don't have a very good relationship with my brother and unfourtunately we are both nerds.

He regularly blocks all the websites I use from being accessed by my ip address so I need a sneaky way of changing it because as long as he has it he can blackmail me and I dont want to have to pay ten bucks every time I want to use the internet from my OWN computer.

I tried to access the router via the internet to get a new ip address but it requires a password and username to access.
I asked the internet billpayer what the username and password was but instead they told my brother who has now probably changed it to something completely unguessable.

So is there a way to change my ip address if im connected to the router even if i dont know the password?

If you don't know just comment on what a dickhead my brother sounds like so I feel better about it :)

how can we know u access some illegal site ,as ur brother blocked all site .
give the brief description about ur pc and ur brothers, and how it has been connected .(lan or single ).as u know without administrator nobody can change the ip address not lan setting.

uhh I don't quite understand your question are you accusing me of using illegal sites? and if I was, it has no relevance to the question. The sites blocked are sites like youtube and veoh (he has blocked video streaming sites so that he can use them on his computer without mine slowing down the speed)

Both our pcs run on windows my brothers runs on a wireless transmitter which is connected to a normal router which mine is connected to via an ethernet.

Its a LAN connection. I'll simplify my question so you can understand.
If someone puts a password on a router can I still change my ip address?
