Cannot connect to Internet..help

I cannot use my PC running Win-XP (SP2) to connect to the Internet. Error message displayed is: Cannot communicate with modem hardware. Most probably there is a conflict in drivers between that supplied with the modem and the driver with SP2. What to do?

1.)your modem driver is not properly installed or
2.) modem is not properly connected to motherboard or
3.)your phone line is not properly connected
