AMD X2 5000+ - 2850
Gigabyte 780G mobo - 4200
2x1GB DDR2 RAM - 1600
DVD Writer - 1100
250GB HDD - 2200
Good KB+Mouse - 750
Samsung 17" CRT - 4600
Cabinet - 1500

Total: 18800/-
You can upgrade your processor to X2 7700+ for 1300 more, which will slightly offshoot the budget... No need for gfx card as the onboard IGP is capable of handling even recent games...

I would very strongly suggest that you buy a graphics card. At least an nvidia 8400gt or an 8600gt. They should cost less than 3k. The onboard graphics will run most games but will be incapable of giving even a 10th of the performance of a dedicated card. An 8600gt will easily allow you to run games like far cry at 1024x768 and high settings. Also, an intel processor for the same price will usually give you better performance than an amd, but take amd if budget is a serious concern as the performance difference will not be that noticeable to most people. By itself, the above suggested config is sufficient for watching hd movies and general pc usage.

Samsung dvd writer will come for rs700.
Also, why the insistance for a crt? Granted they have better image quality and refresh rates, but you can get widescreen lcds at the same price. They occupy less space, consume less power, look better and have very good image quality anyway.

@r4gs - your comment stopped me short. the 17" CRT mentioned was Rs. 4600. Do we get good quality tfts in that price? I assumed they cost about 8000 minimum. I hear they are good at power consumption. In that case even a 15" widescreen tft would be a good replacement for a 17" CRT. is it really the same price as a CRT?

One of my friends bought a pc for 20k. Similar config as above, but he took an intel e7300 with motherboard(total 8k) and a 17" samsung widescreen lcd for about 5.8k. Lcds have very good image quality, not comparable to crts, but still good enough for most people. I suggest you actually compare the monitors side by side and see if you really want a crt over an lcd. Pricewise, you will get a decent lcd for a little more than a similar crt. Also, 15" widescreen lcd is not recommended, the screen height will be too low. I doubt if you get them. In such a case, you might as well buy a 17" crt. Widescreens do make a considerable difference for games and movies.

I saw a few LCD monitors at Nehru Place the other day. but the colors in the samsung monitors looked kind of washed out. The viewsonic ones were good but costly. :(

Yeah, get a cheap LCD for around 6K max.

AMD Athlon X2 7750 Black Edition CPU 2.7GHz 1MB L2 Cache 2MB L3 Cache - 3.5K
Biostar 780G motherboard - 3.5K
Some cheap Radeon HD3450 256MB Graphics Card - 2.2K
Transcend 1GB+1GB DDR2 800MHz Value RAM - 2K
Logitech Multimedia Optical Combo Keyboard/Mouse - 0.8K
WD 250GB 16MB Buffer SATA II HDD - 2K
Cheap 600W PSU - 1K
iBall Designer Cabinet - 1K
Samsung DVD RAM Drive - 1.4K

all fits in perfectly. And you can use the 780G's inbuilt HD3200 in CrossFireX mode with the external HD3450, and also overclock the HD3200 easily to 900MHz from 500MHz. This would give you a great boost in gaming performance and crysis would actually be playable.

Preferably just go out and scout around for offers. Many times you'll find better deals than we can recommend. It would be best if you could see what is available, and then confirm your choice on the forum.
