She wants to get an iPhone 4s / 5 factory unlocked and without contract.

iPhone 5 has been discontinued. Ask her to get 5S or 5C. You can buy it from any Apple store over there. Should be easy to find on Google maps. You may also order from store.apple.com

costco and walmart might have iphone 5 in stock avoid the iphone 5 btw too many button issues (home and power button stop working completely) the 4s is the most stable iphone yet imo
