Budget PC upgrade under 10K

My cousines 2 year old mobo died recently. He want to upgrade it nw. Budget is 10K (+2k Max)

Suggest..
1. Intel core2duo and mobo. I think ASUS mobo would be nice. Suggest a good mobo so that i dont require a gfx card. I have a 22" Samsung 2233sw LCD. (Or do i need a gfx card? Not into gamming. Just for web, movies, TV and adobe photo shop)
2. 2GB Ram. I already have a 2gb transcend ram, so if i want to make it 4gb, should i go for one more 2gb transcend stick, or can i chose another brand like ocz or cosair?
3. Good PSU which runs quite.
4. Descent Cabinet (optional - he got bored looking at his old i-ball cabby. Will get a new one only if it fits in budget)

Gigabyte G45 chipset based mobo: 4.5k-5k
OCZ XMS 22x2GB DDR2 800MHz RAM: 1.5k for each stick.

Boistar 785g chipset with 128 mb sideport memory ~ 4.1k (Good Gfx performance for HD movies, old games also... GFx pereformance will be close/better then stand alone Nvidia 8500gt :p )

AMD Athlon x2 250 ~ 4.1 k

If no gaming/heavy application (cad/pro e) then extra ram won't do much..

For cabby - Any decent looking branded cabby will cost more then 2k, closest one I can think of the CM Elite 330, you can also look for cheap models in NZXT (eg NZXT alpha)..

Thanks for your suggestions... i finalized on the following configs.

Athlon II X2 250 (4100/-)
Biostar TA785GE 128 M (4156/-) or (is there any other gud alternative in gigabyte.. as i heard its more reliable)

or

E5300: 3.6k
Gigabyte GA-EG45M-DS2H (6510/-) or Asus P5Q-EM (6788/-) or Asus P5Q-VM (6069/-)

Among these which one would be best. And is it worth spending extra 2k on intel?
This will be used by my cosine.. he is non-techy guy.... So i need reliable stuff which would run long for atleast next 2 or 2.5 without any hardware issues.

@OP.. yes Athlon x2 620/630 is also an option, you get quad performance which is almost on par with intel's Q6600..

No idea about GigaByte mobo for 785 chipset, better inquire with the dealers.
