A: XPERIA SP COSTS AROUND 15K ON EBAY BUT IS ON EBAY GUARANTEE BECAUSE OF WHICH I AM NOT VERY SURE OF BUYING THE PHONE. ALSO LUMIA 625 COSTS AROUND 14K. IS IT SAFE TO BUY FROM EBAY AND WILL I GET THE WARRANTY JUST THE WAY I GET IT FROM LOCAL SHOPS??

I would suggest you to go for Moto G 16 GB version.
Some sellers on eBay are selling imported versions of phones (without valid warranty in India) for cheap. Make sure you read the fine print if you do decide to buy from eBay. As far as Lumia 625 is concerned, IMO Lumia 720 is a much better option, 625's display quality is utter crap.

Moto G is history now don't buy it there is much better phone now which is called LG L90 .. it fixes two major problems of moto G which are Camera and Expandability..

The camera is Very very good

Plus it has much better battery,ASS, 1080p recording,IR

Screen Quality is Same as Moto G , only resolution is less

by paying 1k more you are getting a complete All rounder phone

better cam ( not sure by how much )
1080p recording
better custom rom / xda support
android 4.4 vs 4.2
better after sale service
better brand
supposedly more reliable
not sure about build quality

s660 advantage would be
better battery
premium material
cheaper price

the difference between those 2 l90 models is d415 has 5 mp cam , d410 has 8 mp cam ... indian version is D410

you should spend 1k more and buy Xperia SP.you should invest in a good phone. In 16k you can get Xperia SP

well, i am also searching 12-15k budget phone (without Moto) from long days.

I found Lenovo S820>LG L90>Xperial SP>Lenovo S650/660 are the best VFM choice, anytime. Peak your choice.
