Boot sector virus ?

Hi !
A virus has infected my system due to which I'm not able to use internet on my system. On win xp the win32.dll crashes ane network hangs. On win vista/7, i get a blue screen error with a very fast dump time.

The problem is so acute that even after doing a clean format, total repartitioning and then reinstall, the problem still comes up. I read some where that some boot sector viruses can copy themselves to the BIOS too, thru which they can reinfect the hdd.
Is this a similar case ?

Please help me !

I seriously doubt it . Id rather put my money on infected Install media or faulty hardware. If you have a Live distro of Linux lying around somewhere try using it to boot up and see if you can use your Network fine. if so then get some other install media and install again and make sure you wipe your system clean and don't use any USB storage devices or other possibly infected media.
