my budget is 30,000 and i'm thinking about i3 or i5 processor

Go with sandy bridge core processors and for mobo check P67 chipset based mobos like:

ASUS P8P67 Deluxe
Intel DP67BG
Gigabyte GA-P67A-UD7-B3
MSI P67A-GD65

Note that P67 chipset doesn't come with onboard GPU.

About Gigabyte UD7 : Performance and Reliability is good, the only thing is the price tag it has. Asus is much better with Warranty issues. Atleast with me. Gigabyte has the Usb 3 options from UD3 - UD2H series i guess or whatever says 333 on the box.
