App To Create A Gif Image

I have heard about animated gif pictures, but more is I want to create such image by myself.
Is there any app available to create a gif image?

But, This app does not help to create a new Gif which I want!
Like if I want to create a new one like wishing the happy birthday or any festival etc...!
