I would recommend SE Live with Walkman but it does not support 3G video call through network. I supports Skype videocalling via 3G internet connection.

check out sony ericsson xperia mini pro...nice phone with an ics update...

Live with walkman for 12.5k is a very good option for you.
And if you want something good with a big screen then you have to increase your budget to around 16k
