It is completely my personal view.

One can always ask the price any time.
ButPrice of these things changes very frequently . So at least in two
days it will not change much. and after going to the shop obviously i
will not want to return for some 200or300 bucks. So to finalise the price it is
best to ask the price just before you set off to buy the staff.
i always do that and never come back from shop due to shortage of
money.
